微软与第三方公司Bsquare，签订了Windows Mobile的发行合同，至此Bsquare成了全球第一家Windows Mobile的特约发行商。之前，微软一直完全控制着Windows Mobile的许可权，OEM厂家如HTC,Acer,三星等，均需要向微软购买许可才能贴牌。现在，这个许可权归给Bsquared，它将负责向OEM伙伴发行Windows Mobile的许可，提供技术支持、培训、测试以及其他增值服务等。Bsquare目前是北美一家嵌入式Windows许可的发行商，同时也在美国、加拿大、台湾、英国、中国和印度等地提供系统整合服务。
好处：
- 这样，微软可以更关注Windows Mobile平台的开发，与OEM伙伴的沟通处理等均由Bsquare代替；
- 微软可以更关注产品的开发，并且加速产品的更新周期。
缺点：
- 一旦微软发布新的更新，必须通过Bsquare进行中转发行，WM7似乎会延迟发布吧。。。。。。。
